The "Is Over 9000" scene from the Saiyan Saga of Dragon Ball Z is almost certainly the best known scene among the western audience of the series. Taking place as Goku battles Vegeta and Nappa, the scene sees Vegeta measuring Goku's power levels, incredibly exclaiming "IT'S OVER 9000!" After being stunned by the transformation of the hero.
"That's over 9000" has become a meme over the years, garnering millions of views on YouTube and referencing extensively on the Internet. Despite this, in DBZ it is nowhere to be seen: Kakarot.
The reasoning behind "It's Over 9000" is excluded from DBZ: Kakarot may be due to the fact that the game focuses more on the manga series rather than the anime. While various scenes and missions draw direct influence from the anime series, there are also many other examples of Kakarot deviating from the TV show.

It could also be due to the fact that the scene is actually a translation error. In the original Japanese version of the series, Vegeta actually yells "That's over 8000!" While developers Bandai Namco and CyberConnect2 could have easily rearranged this translation, perhaps the studio thought it best to exclude it altogether, in order to avoid confusion among those familiar with English anime dub.
Dragon Ball Z: Kakarot's portrayal of the Saiyan saga follows most of his major history beats. While "He's over 9000" isn't exactly crucial to his storyline, considering how infamous he is, it's no doubt odd that he's missing from the game.
